Introduction

LPAS led a districtwide site study for the West Valley–Mission Community College District to identify the most viable locations for future student housing across its two campuses.

Working with district leadership and project partners, LPAS evaluated potential housing sites at both Mission College and West Valley College, studying factors including site access, walkability, surrounding land uses, environmental conditions, available infrastructure, and community context. The analysis also considered the campuses’ ability to support housing with nearby amenities, transit connectivity, and long-term development potential. The study concluded that Mission College offers the strongest opportunity for student housing due to its proximity to transportation, essential services, and available open space suitable for development. Preliminary planning explored potential massing strategies for a three- to four-story residential building that could accommodate approximately 200–250 units while maintaining flexibility for future expansion.

Solar studies informed the building orientation and massing to optimize natural daylight throughout the housing areas. This approach enhances resident comfort while reducing reliance on artificial lighting and supporting long-term energy efficiency.
